Downloads keep going to temp file

My temp file C:\temp and C:\Windows\Temp are the same as they have always been- empty and the other one has just the same couple things that have been there forever. That's why I'm asking about where the cancelled downloads go if they are being downloaded to an actual permanent folder because they don't go into temp.
